The implementation of the Malaysian Public Sector OSS Master Plan has achieved remarkable success towards enhancing public service delivery. This success has resulted in a transformation of our working culture by placing greater emphasis on knowledge, meritocracy and experience sharing to generate new innovations. This success was reaffirmed in the Phase II Benefit Realisation Report (BRR) compiled at end of 2009. The benefits of the OSS Master Plan have had a far-reaching, positive impact on the stakeholders of the OSS ecosystem, including the Public Sector, ICT Industry, Institutions of Higher Learning, R&D community and society at large. These benefits described in the BRR, include more cost-effective and connected government, increased growth in local ICT industry, enhanced human capital development, increased growth of knowledge-based society, reduced digital divide and increased competitiveness and web presence. Through efforts by Open Source Competency Centre (OSCC MAMPU), the implementation of the OSS Master Plan in Phase II has produced outcomes exceeding expectations that augur well for more widespread deployment and implementation in the Public Sector. In Phase III of the OSS Master Plan, Public Sector agencies are expected to become self reliant in OSS implementation and agencies are competent to develop and implement OSS solutions independently. In addition, the benefits achieved through the OSS Master Plan will empower the enhancement of a sustainable OSS ecosystem. Based on the successes achieved through the OSS Master Plan, it is undeniable that OSS has an instrumental role in realising the goals of the four key pillars of national transformation. Among others, OSS instils a culture of excellence and meritocracy, enables seamless integration of Government services, supports the growth of a high value-added ICT service industry, facilitates reskilling of existing labour force, provides equal opportunities for the disadvantaged, and cultivates a culture of innovation through knowledge sharing. Finally, I would like to express my profound appreciation to Y. Bhg Tan Sri Mohd Sidek Hassan, Chief Secretary to the Government for his continuous support for the successful implementation of the Malaysian Public Sector OSS Master Plan. |
