Call for OSS Case Studies Submissions for Public Sector OSS Case Study Awards 2010 Print

The Public Sector OSS Case Study Award is back this year. OSCC MAMPU is calling for submission of OSS Case Studies for the 2010 National OSS Case Study Awards. This OSS Case Study Awards are open to ALL Public Sector Agencies and Public Higher Education Institutions (IPTA). Presentation of the awards will be held in conjunction with MYGOSSCON 2010 scheduled to be held in November 2010. The Awards are classified into two (2) groups;

  • Group 1: Public Sector Agencies
  • Group 2: IPTA

The objectives of Public Sector OSS Case Study Awards are:

  • To provide an incentive to government agencies to share knowledge on OSS implementation and showcase Malaysian OSS initiatives locally and internationally

  • To promote the use of OSS amongst Government agencies in support of the Malaysian OSS Master Plan

  • To recognise the most innovative and effective implementation of OSS among government agencies and public universities in boosting the OSS ecosystem

The OSS ecosystem can be defined as a community of 3 different entities namely Public Sector, R&D and business communities, together with their OSS interest, viewed as a system of interacting and interdependent relationships that leverage existing resources in a collaborative effort to achieve mutual and synergistic benefits.

This year emphasis is on impact made by the OSS projects in nurturing and boosting the local OSS ecosystem. Therefore, it is very important for all government agencies and IPTAs to specifically share the contribution brought about by their OSS Projects.

OSS projects are expected to portray not only in-house software/application development but how their OSS solutions help stimulate and boost the entire OSS ecosystem in Malaysia.


Submissions

Template

A template for submission is provided. It is recommended that the main sections are kept as it is, however additional sub-sections can be added. Submission in Bahasa Malaysia are also accepted provided that they follow the same formats. English is encouraged, as these case studies will also be used to showcase and share Malaysian OSS implementations to international audiences.

Submission Deadline

The submission deadline will be on 5.30 p.m, 7th September 2010.

Scoring for Awards

Scoring is based on 4 criteria with higher scores being better. These are addressed directly in questions in the case study template.

  1. Innovation This criterion measures innovation and creativity. This includes business processes, change management as well as implementation and development of technical solutions.
  2. Impact This criterion measures the impact the solution has in terms of number of users, local vs international and also in terms of value.
  3. Quality/Recognition This criterion measures the quality of the solution, this may include adherence to web standards, architecture design and also recognition from users. It also includes any recognition the project has had from users and other government awards.
  4. Knowledge Sharing/Products This criterion measures how much knowledge the agency has made available for others, this includes seminars and presentations, technical and non-technical (guides) documentation etc. on the agency website or through other means including OSS project websites.

Each of the above criterion is worth a maximum of 5 point. In addition, a bonus of 3 points will be rewarded if ALL of the following three (3) components use Open Source Software:

  • Operating systems
  • Language/Framework and
  • Infrastructure components.

Finalists and Winners

All winners and finalists will get a chance to receive their prizes and recognition during an award presentation ceremony held during MyGOSSCON 2010.

Group 1: Public Sector Agencies
3 finalists will be selected and awarded. 1 winner will be selected and awarded from the finalists.

Group 2: IPTA
3 finalists will be selected and awarded . 1 winner will be selected and awarded from the finalists.

All winners and finalists will receive their awards from Deputy Prime Minister during MyGOSSCON 2010 on 2 November 2010.
