The effective use of ICT is integral to the transformation of the public sector delivery system. As we enter the second phase of the implementation of the Malaysian Public Sector Open Source Software (OSS) Master Plan, the focus should be on accelerated adoption of open source technology to enable all key players meet new challenges and seize opportunities in the fast-changing knowledge environment. The case for open source software has been made with general acceptance of its promise of better quality, higher reliability, more flexibility and lower cost. Now is the time to hasten execution. As with all Master Plans, the desired outcomes can only be achieved when there is strong support and shared ownership of the planning and implementation process. In this regard I would like to express my appreciation to MAMPU, for leading the OSS Programme. Phase II of the Malaysian Public Sector OSS Master Plan must be implemented expeditiously so that all involved can reap the benefits of the system.
