On 16th July 2004, the Malaysian Public Sector Open Source Software Master Plan was launched to encourage and guide the Public Sector to adopt, develop and pervasively use Open Source Software (OSS). In conjunction with the launching, the Open Source Competency Centre(OSCC) was established as a national reference centre to lead and support OSS implementation in the Public Sector.


The Master Plan outlined a long term roadmap to achieve the OSS vision and objectives. The roadmap comprises three phases of implementation, of which Phase 1 has successfully completed the stage of Laying Foundation and Early Adoption. The project now enters into Phase II of Accelerated Adoption.
